Purpose of the Post

To support the effective management and delivery of a diverse property portfolio, gaining practical experience across general practice surveying disciplines including landlord and tenant, property management, valuations, and other property related matters.

The Graduate Surveyor will assist in providing professional property advice and services that contribute to the Council’s corporate estate objectives, ensuring that land and property assets are managed efficiently, compliantly, and in a way that maximises value, supports service delivery, and contributes to wider economic, social, and regeneration outcomes.

The role will involve working collaboratively with internal departments and external stakeholders, supporting transactions, property management activities, and governance processes, whilst developing professional competence in accordance with RICS standards and local government best practice.

Main Duties and Responsibilities

  • To assist in the day-to-day management of operational, non-operational, and investment portfolio, addressing a range of landlord and tenant matters.
  • Assist in undertaking negotiations for new lettings, lease renewals, and rent reviews, analysing lease terms and market evidence to provide informed advice to clients.
  • Assist in effective property management, including service charge management, statutory compliance, consent applications, risk management, health and safety, and dispute resolution.
  • Support the preparation and completion of valuation reports, ensuring accuracy and compliance with professional standards.
  • Contribute and support the delivery of corporate estate objectives, aligning property decisions with wider Council priorities to enhance the value and performance of the council's property assets.
  • Support the preparation of reports for internal governance processes, including committee reports, delegated decisions, and briefings.
  • Ensure activities and transactions are carried out in accordance with Council policies, procedures, statutory obligations, and RICS guidance and standards.
  • Liaise with clients, tenants, solicitors, and other stakeholders to facilitate smooth transaction management and maintain high levels of client satisfaction. This includes responding to inquiries from members, the public, and stakeholders, ensuring clear and professional communication regarding property-related matters.
  • Assist in the disposal and acquisition of land and property, including due diligence and compliance with relevant legislation (e.g., best consideration requirements).
  • Support monitoring of income and expenditure across the property portfolio, including rent collection performance and arrears reporting.
  • Work collaboratively with internal departments (e.g., Legal, Finance, Planning, Environment, Insurance and Regeneration teams) to deliver property matters effectively.
