All Graduate Officers will be supported to complete either a Level 4 Project Management qualification or job-related technical training (all fully funded) as part of the programme.
The Housing Strategy and Investment Service
The service comprises of 3 departments: Housing Strategy, Housing Grants, and Building Control. It forms part of the wider Housing and Regeneration Directorate. As part of the Council’s Housing and Regeneration Department, you will be joining a dynamic, multi-disciplinary team that is responsible for delivering the Council’s wide-ranging strategic housing priorities. This includes increasing the supply of affordable housing, bringing empty properties back into use, housing-led regeneration, and improving housing standards and energy efficiency across the County Borough.
Who We’re Looking For
We are seeking a self-motivated and enthusiastic individual to become an integral part of the Housing Strategy and Investment team. The successful candidate will assist in the delivery of the Council’s Affordable Warmth Strategy: Warm Homes, Prosperous Lives by providing an energy efficiency advice service for residents. You will promote energy efficiency advice and financial assistance available to improve domestic property conditions, reduce fuel poverty, improve health and wellbeing and reduce the carbon footprint in Rhondda Cynon Taf. The successful candidate will help the Council work towards carbon reduction targets and the Welsh Government’s commitment to reducing climate change and will gain knowledge and experience in areas such as renewable energy, energy efficiency, making homes warmer, and reducing carbon emissions.
Essential Criteria
- A minimum 2:1 degree in any discipline.
- Hold or be prepared to study for an appropriate qualification e.g. City and Guilds Level 3 in Energy Awareness or equivalent.
- Knowledge and understanding of energy-saving technology that helps households reduce energy and carbon emissions from their homes.
- ICT Skills/data handling.
- Experience of preparing reports and analysing data.

- The content accurately represents your own experiences and qualifications.
- You can clearly and confidently explain all aspects of your submission.
- Your unique perspective comes through clearly.
