About The Role
This is an exciting opportunity to join Runnymede Borough Council as we continue our positive work strengthening the management, performance, and long-term sustainability of our operational and investment estate. As the Graduate Surveyor (Operational and Investment), you will play a key role in supporting the delivery of a modern, efficient, and strategically aligned corporate property portfolio.
Responsibilities
- Support the Senior Estates Surveyor and wider team in delivering professional, timely estate management services across the Council’s portfolio
- Assist with day-to-day estate management tasks, including inspections, tenant liaison, lease events, and service charge administration
- Maintain accurate property data across systems such as Concerto, asset registers, and MSCI benchmarking tools
- Contribute to valuations, acquisitions, disposals, and due-diligence work, supporting surveyors and legal teams with documentation and enquiries
- Work closely with FM, procurement, and contractors to help deliver effective managing-agent services across multi-tenanted properties
- Support the implementation of the Corporate Landlord Model, ensuring consistent standards and customer-focused service delivery
- Assist in performance monitoring, including arrears schedules, climate-related reporting, and compliance checks
- Build strong working relationships with internal teams, tenants, consultants, and external partners
- Help ensure procurement, health and safety, and governance requirements are met across all estate management activity
- Contribute to strategic asset work, aligning with the Council’s Asset Strategy and Corporate Plan
One of the most exciting projects you’ll be involved in is the continued rollout of the Corporate Landlord Model, helping to modernise how the Council manages its estate and ensuring assets are sustainable, compliant, and fit for the future.

About You
We’re looking for an enthusiastic and driven graduate who’s ready to build a career in property, estates, and asset management. You’ll bring a strong academic foundation, a willingness to learn, and the confidence to work both independently and as part of a busy professional team. The ideal candidate will have:
- Strong verbal and written communication skills, along with solid numeracy
- High motivation to learn, develop, and progress in all areas of professional practice
- Ability to use your own initiative, while working effectively under appropriate supervision
- A degree in surveying or a related discipline
- Commitment to undertaking the APC, or a willingness to begin the pathway toward RICS membership
- Awareness of RICS Professional Standards and Best Practice, including the Red Book
- Basic understanding of property law, landlord and tenant practice, and the regulatory framework relevant to the role
- Awareness of financial terminology and standard financial practices
- A proactive, positive approach to working with colleagues, tenants, consultants, and stakeholders
